HVAC licenses in West Virginia
HVAC contractors are licensed by the state.
Who licenses: West Virginia Division of Labor, Licensing Section (Commissioner of Labor)
License types: HVAC Technician, HVAC Residential Technician, HVAC Technician in Training.
Companies: Under W. Va. Code 21-16-3 and Legislative Rule 42 CSR 34, no person may perform or offer to perform heating, ventilating and cooling system work in West Virginia without a license issued by the Division of Labor (effective January 1, 2016). An HVAC Technician needs at least 2,000 hours of related work and experience and may work on residential and nonresidential systems; an HVAC Residential Technician is limited to residential systems (generally no more than four units of up to five tons or 130,000 BTUs each); a Technician in Training works under a licensed technician. Exemptions in 21-16-3 include owners working on their own or immediate family members' single-family homes, employees doing HVAC work at their employer's industrial plant, electrical or plumbing work within an existing license scope, and routine maintenance. The license is held by the individual; We could not confirm from the pages we read whether a separate West Virginia contractor license from the Contractor Licensing Board also applies to HVAC firms, and its website blocked our fetch tool.
Local rules: W. Va. Code 21-16-9 bars a political subdivision from requiring a person who holds a valid license under this article to have any other license or evidence of competence beyond what the Commissioner of Labor requires for HVAC work, so cities and counties cannot add HVAC competency licenses; local permits may still apply and we did not research them.
Check a license: wvlabor.com
Ask for the technician's West Virginia Division of Labor HVAC license number and check it in the Division's certified HVAC technician search; confirm the licensee is a Technician (not only a Technician in Training) and that a residential-only license fits your system.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in Charleston
Charleston homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
