HVAC licenses in Pennsylvania
There is no statewide HVAC contractor license that we could find; cities or counties license HVAC work.
Who licenses: Local governments
Local rules: Pennsylvania states it has no licensure or certification requirement for most construction contractors, so HVAC licensing is left to municipalities (for example, Philadelphia requires mechanical work to be done by a licensed contractor with an active L&I license, and has a separate Warm Air Installer License page that we could not open).
Confirm the contractor's registration number on the Attorney General's Home Improvement Contractor search (https://hicsearch.attorneygeneral.gov/) (required for $5,000 or more of home improvement work a year, including central heating and air conditioning), then ask your own city or township whether it requires a local HVAC license or permit.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from Pennsylvania’s own sources, so treat this as a starting point and check with the agency.

HVAC licenses in New Jersey
HVAC contractors are licensed by the state.
License types: Master HVACR Contractor.
Companies: Under N.J.S.A. 45:16A-7 (P.L. 2007, c.211) a person may not work as a master HVACR contractor, or use that title, without a license from the State Board. The statute defines HVACR work to include installing, servicing, maintaining or repairing boilers, hydronic heating, furnaces, warm-air heating, refrigeration and evaporative cooling, ventilation and exhaust systems, gas piping on the load side of the meter, and pneumatic controls. The Board's FAQ says it issues one license type, the Master HVACR Contractor license, and does not license companies. Exemptions listed in the act include owner-occupants working on their own home (CFC/HCFC refrigerant work excepted), regulated utilities, and licensed architects, engineers, electrical contractors and master plumbers working within their own scope.
Local rules: The act says a municipality, local board of health or other agency may not issue or renew a Master HVACR contractor's license (N.J.S.A. 45:16A-6), so the license is statewide only. We did not research municipal construction permit rules.
Check a license: newjersey.mylicense.com
Search the contractor on the Division of Consumer Affairs license verification page (license type 'Master HVACR Contractor') and confirm the license is active; the Board's rules require licensees to show their license number on vehicles, advertising and websites.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in Philadelphia
Philadelphia homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
