HVAC licenses in New York
There is no statewide HVAC contractor license that we could find; cities or counties license HVAC work.
Local rules: We could not confirm a statewide HVAC contractor license in New York. The state Attorney General's home improvement fact sheet says there is no statewide license requirement and that home improvement contractors must be licensed in New York City and in Suffolk, Nassau, Westchester, Putnam and Rockland counties, and the Department of State's Division of Licensing Services list of licensed occupations does not include HVAC. New York City: the Department of Buildings says mechanical systems work permits are issued only to a registered general contractor, requires a Home Improvement Contractor license from the Department of Consumer and Worker Protection (DCWP) for residential work, and separately licenses Oil Burning Equipment Installers (Class A, any oil-burning equipment; Class B, domestic grade fuel oils 1 to 4), Master Plumbers and High Pressure Boiler Operating Engineers. Buffalo: Chapter 238 of the city code makes it unlawful to install, alter, repair or service any heating or process system without a city heating contractor license (Class I oil, gas or solid fuel; Class II gas or solid fuel; Class III woodburning only), renewed each December 31, and a permit is also required. We did not research other cities or counties, so other localities may have their own rules.
Ask for the license issued by your city or county (in New York City, the DOB license plus the DCWP Home Improvement Contractor license for residential jobs; in Buffalo, the city heating contractor license) and confirm it with that office; in areas outside those named above, check with your local building department.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from New York’s own sources, so treat this as a starting point and check with the agency.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Getting through a Buffalo winter
Heating season is the long one in Buffalo, so the furnace, boiler or heat pump does most of the work. Start with these before the first cold snap – and keep carbon monoxide alarms working.
