Checking an HVAC company in the St. Louis area
HVAC licenses in Missouri
There is no statewide HVAC contractor license that we could find; cities or counties license HVAC work.
Local rules: The Missouri Division of Professional Registration's list of boards includes electrical contractors but shows no HVAC, heating, air conditioning, refrigeration or plumbing board, so we could not find a statewide HVAC contractor license. The City of St. Louis licenses mechanical contractors and pipefitters through its Building Division's Mechanical Contractors Board of Examiners (City Code sections 25.10.030-25.10.070), and the city says mechanical permits are issued only to licensed mechanical contractors certified by the City of St. Louis; We could not read the license classes, exam or bond details, and the city page we read has no license search link (phone 314-622-3313). We could not open the Kansas City, Missouri or St. Louis County licensing pages (access was blocked), so we could not confirm local HVAC license rules there or elsewhere in Missouri.
Ask the contractor for the mechanical or HVAC license issued by your city or county (in the City of St. Louis, a Mechanical Contractor's license from the Building Division) and confirm it with that building department, and check that a mechanical permit is pulled.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from Missouri’s own sources, so treat this as a starting point and check with the agency.

HVAC licenses in Illinois
There is no statewide HVAC contractor license that we could find; cities or counties license HVAC work.
Local rules: We could not find a statewide HVAC or mechanical contractor license in Illinois: the Illinois Department of Financial and Professional Regulation's list of regulated professions does list trades such as roofing contractors but shows no heating, air conditioning or refrigeration contractor category. Licensing appears to be set by individual cities. The City of Springfield issues residential and commercial mechanical licenses (five years of experience for residential, seven for commercial, plus the ICC Master Mechanical exam, under Springfield Mechanical Ordinance Chapter 173); its mechanical contractor registration also needs a $5,000 surety bond in favor of the city. Chicago Municipal Code section 4-4-322 lets the Commissioner of Buildings suspend or revoke the license, registration or certification of a person providing construction services relating to heat, ventilation, air conditioning or refrigeration systems, which indicates Chicago has such a credential, but we could not open the Chicago Department of Buildings licensing pages (access was blocked) and so could not confirm the license names or requirements. Rules in other Illinois cities and counties were not checked.
Ask the contractor for the mechanical or HVAC license issued by your city or village (or county, if you are unincorporated), confirm it with that building department, and check that the permit is pulled in the contractor's name.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from Illinois’s own sources, so treat this as a starting point and check with the agency.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in St. Louis
St. Louis homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
