How Virginia licenses HVAC work

HVAC contractors are licensed by the state.

Who licenses: Virginia Department of Professional and Occupational Regulation (DPOR), Board for Contractors

License types: HVAC Contractor (HVA), Refrigeration Contractor (REF), Gas Fitting Contractor (GFC).

Companies: Under Va. Code 54.1-1103 no one may engage in or offer contracting work without a license under Chapter 11, and Board for Contractors rules (18VAC50-22-30) define HVAC contractors (HVA) as those installing, altering, repairing or maintaining heating, ventilating and cooling systems; licenses are issued in Class A, B and C by contract size.

Local rules: The page we read also describes a separate Tradesmen program for individual HVAC mechanics, and we did not read local permit rules.

Check a license: dpor.virginia.gov

Check the company's DPOR license (and that it lists the HVA specialty) on the DPOR license lookup before signing a contract.

Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Sources: dpor.virginia.gov, law.lis.virginia.gov, law.lis.virginia.gov, law.lis.virginia.gov. Checked October 2026 from official sources. This is not legal advice.

Before you hire

Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
