HVAC licenses in District of Columbia
HVAC contractors are licensed by the state.
Who licenses: District of Columbia Department of Licensing and Consumer Protection (DLCP), Board of Industrial Trades
License types: Refrigeration/Air Conditioning Contractor, Refrigeration/Air Conditioning Contractor (Limited), Refrigeration/Air Conditioning Master Mechanic, Refrigeration/Air Conditioning Master Mechanic (Limited), Refrigeration/Air Conditioning Journeyman Mechanic, Refrigeration/Air Conditioning Apprentice Mechanic.
Companies: The District licenses refrigeration and air conditioning work through the Board of Industrial Trades, which regulates refrigeration and air conditioning mechanics under D.C. Code Title 47, Chapter 28, Subchapter I (Part Q, 47-2853.201 and following). A refrigeration and air conditioning mechanic is a person who designs, installs, maintains or alters mechanical systems for refrigeration or air conditioning (47-2853.201). DLCP lists apprentice, journeyman, master and contractor categories, each with a limited version for equipment at or below 25 compressor horsepower. Master mechanic eligibility requires five consecutive years of experience (47-2853.202), and the DLCP bond form for the refrigeration and air conditioning contractor or designated master is a $5,000 bond. We did not find a DLCP page that states the exact scope of the contractor license, and we could not read the section of the code that makes unlicensed work unlawful, so confirm the details with DLCP.
Local rules: The District is a single jurisdiction, so licensing is handled by DLCP rather than by separate city or county offices. We could not confirm whether a separate DLCP business license or building permit is also required for HVAC jobs.
Check a license: govservices.dcra.dc.gov
Search the company and the master mechanic on the DLCP occupational and professional license portal and confirm there is an active refrigeration and air conditioning contractor or master license before you sign.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from District of Columbia’s own sources, so treat this as a starting point and check with the agency.

HVAC licenses in Maryland
HVAC contractors are licensed by the state.
License types: Master License, Master Restricted License, Limited License, Journeyman License, Journeyman Restricted License, Apprentice License.
Companies: Under Business Regulation Article 9A-301, an individual must be licensed by the Board before providing or assisting in providing heating, ventilation, air-conditioning or refrigeration services in Maryland. Contracting businesses work under a Master (all HVACR areas), Master Restricted (selected areas) or Limited (maintenance and repair only) license.
Check a license: dllr.state.md.us
Search the company's license on the Board's license search and make sure the license class (Master, Master Restricted or Limited) matches the work you are hiring them to do.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

HVAC licenses in Virginia
HVAC contractors are licensed by the state.
Who licenses: Virginia Department of Professional and Occupational Regulation (DPOR), Board for Contractors
License types: HVAC Contractor (HVA), Refrigeration Contractor (REF), Gas Fitting Contractor (GFC).
Companies: Under Va. Code 54.1-1103 no one may engage in or offer contracting work without a license under Chapter 11, and Board for Contractors rules (18VAC50-22-30) define HVAC contractors (HVA) as those installing, altering, repairing or maintaining heating, ventilating and cooling systems; licenses are issued in Class A, B and C by contract size.
Local rules: The page we read also describes a separate Tradesmen program for individual HVAC mechanics, and we did not read local permit rules.
Check a license: dpor.virginia.gov
Check the company's DPOR license (and that it lists the HVA specialty) on the DPOR license lookup before signing a contract.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
Sources: dpor.virginia.gov, law.lis.virginia.gov, law.lis.virginia.gov, law.lis.virginia.gov. Checked October 2026 from official sources. This is not legal advice.
Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in Washington
Washington homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
