How Texas licenses HVAC work

HVAC contractors are licensed by the state.

Who licenses: Texas Department of Licensing and Regulation (TDLR), Air Conditioning and Refrigeration Contractors program

License types: Air Conditioning and Refrigeration Contractor License, Class A, Air Conditioning and Refrigeration Contractor License, Class B, Registered Technician, Certified Technician.

Companies: Under Texas Occupations Code Chapter 1302 (section 1302.251), a person may not engage in air conditioning and refrigeration contracting without a TDLR contractor license; Class A covers any size system and Class B covers cooling up to 25 tons and heating up to 1.5 million BTU/hour.

Local rules: A licensed contractor must give notice to the municipality that enforces air conditioning and refrigeration rules (Occupations Code 1302.262), and cities may charge an administrative fee and require permits.

Check a license: tdlr.texas.gov

Look up the company's ACR contractor license number on the TDLR license search and make sure it is active and shown on the contract and ads.

Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Before you hire

Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
