HVAC licenses in North Carolina
HVAC contractors are licensed by the state.
Who licenses: North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors
License types: Plumbing and/or Heating Contractor (Heating Group No. 1, 2 and 3), Fuel Piping Contractor, Plumbing, Heating and Fuel Piping Technician (Class I and Class II), Plumbing and/or Heating State and Local Government Technician.
Companies: Under N.C.G.S. 87-21(b)(3), a license must be obtained before any person, firm or corporation engages in or offers to engage in the business of plumbing, heating or fire sprinkler contracting. 'Heating' means heating group number one (steam, vapor or hot water systems), number two (integral heating or cooling systems with mechanical refrigeration capacity above fifteen tons) or number three (direct heating or cooling systems that raise or lower building temperature for comfort using electric heating elements or products of combustion). The Board establishes Class I licenses (all structures) and Class II licenses (single-family detached residential dwellings). Exemptions in 87-21 include employees of licensed contractors, minor repairs or replacements that do not change energy source, fuel type, or venting or piping routing and sizing, and owners working on their own property (with limits for property intended for sale or rent).
Local rules: The statute text we read gives licensing authority to the State Board and does not delegate it to cities or counties; local building permits and inspections may still apply and we did not research them.
Check a license: public.nclicensing.org
Search the company on the Board's public license search and confirm it holds an active plumbing and/or heating contractor license with the heating group (and Class I or II) that covers your system.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in Raleigh
Raleigh homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
