HVAC licenses in New Mexico
HVAC contractors are licensed by the state.
Who licenses: New Mexico Regulation and Licensing Department, Construction Industries Division (CID)
License types: MM-3 HVAC, MM-4 Heating, Cooling and Process Piping, MM-2 Natural Gas Fitting, MM-98 Mechanical (covers MM-1 through MM-4).
Companies: Under the Construction Industries Licensing Act, NMSA 60-13-12(A), no person may act as a contractor without a license from the division classified to cover the type of work. The Classifications and Scopes rule (14.6.6 NMAC) defines MM-3 HVAC as installing, altering, repairing, servicing and maintaining HVAC air handling and refrigeration equipment (including ductwork, evaporative cooling and solar heating applications), MM-4 as hydronic heating, cooling and process piping, boilers and chillers, MM-2 as natural gas fitting including warm-air heating and gas appliances, and MM-98 as holding MM-1 through MM-4. Exemptions in 60-13-3(D) include owners improving their own single-family dwelling and a casual, minor job under $7,200 a year (the figure in the 2021 copy of the Act that we read) for someone who does not advertise (this exemption excludes electrical, plumbing and gas fitting work).
Local rules: NMSA 60-13-44(E) says political subdivisions are subject to the state codes as a minimum requirement, so cities and counties may still require their own permits; We did not research individual city or county permit rules.
Check a license: public.psiexams.com
Use the division's license search (linked from the RLD verify-a-license page) to confirm the company holds an active mechanical classification such as MM-3 or MM-98 that covers the work, and ask who pulls the permit.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Year-round care in Albuquerque
Albuquerque homes lean on both heating and cooling, so each system needs a check before its season: cooling in spring, heating in fall.
