How Arizona licenses HVAC work
HVAC contractors are licensed by the state.
Who licenses: Arizona Registrar of Contractors (ROC)
License types: C-39 Air Conditioning and Refrigeration, C-58 Comfort Heating, Ventilating and Evaporative Cooling, C-79 Air Conditioning and Refrigeration, Including Solar, R-39 Air Conditioning and Refrigeration, Including Solar, CR-39 Air Conditioning and Refrigeration, CR-58 Comfort Heating, Ventilating, Evaporative Cooling, CR-79 Air Conditioning and Refrigeration, Including Solar.
Companies: Under A.R.S. 32-1151 it is unlawful to act as or offer to act as a contractor, including bidding, without a contractor's license in good standing. HVAC work falls under the ROC's commercial (C), residential (R) or dual (CR) air conditioning, refrigeration and heating classifications.
Local rules: Local city and county permit requirements were not confirmed here; the ROC tells homeowners to confirm the permit responsibility is spelled out in the contract.
Check a license: roc.az.gov
Use the ROC Contractor Search to confirm the license is active, the license class covers the work in your contract, and the bond is in place; the ROC says calling to confirm is the only sure check.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Before you hire
Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
