Before you hire
Checking an HVAC company in the Spokane area
HVAC licenses in Washington
HVAC contractors are licensed by the state.
Who licenses: Washington State Department of Labor & Industries (L&I), Contractor Registration
License types: General Contractor Registration, Specialty Contractor Registration.
Companies: Under RCW 18.27.020 every contractor must register with L&I before advertising, bidding or performing work, and L&I confirms specialty contractors can do HVAC work; We did not confirm a separate HVAC-only license, and plumbing and electrical work carry additional licensing.
Local rules: We could not read the WAC 296-200A-016 specialty list or any city rules (fetch limits), so whether HVAC is a named specialty and what local permits apply are unconfirmed.
Check a license: secure.lni.wa.gov
Use L&I's Verify a Contractor, Tradesperson, or Business tool to confirm the contractor is registered, bonded and insured before hiring.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.
We could not confirm every detail from Washington’s own sources, so treat this as a starting point and check with the agency.
Sources: lni.wa.gov, app.leg.wa.gov. Checked October 2026 from official sources. This is not legal advice.
HVAC licenses in Idaho
HVAC contractors are licensed by the state.
Who licenses: Idaho Division of Occupational and Professional Licenses (DOPL), Heating, Ventilation and Air Conditioning (HVAC) Board
License types: HVAC Contractor, HVAC Journeyman, HVAC Apprentice, Specialty Contractor, Specialty Journeyman, Specialty Apprentice, Limited Heating Specialty (apprentice, journeyman, contractor).
Companies: Idaho Code Title 54, Chapter 50 (installation of heating, ventilation and air conditioning systems) sets up certificates of competency for HVAC contractors, journeymen, apprentices and specialty classes, issued by DOPL under IDAPA 24.39.70. Section 54-5009 defines an HVAC contractor as a business engaged in installing, maintaining or repairing heating, ventilation or air conditioning appliances, and section 54-5007 requires contractors and the other classes to be bonded. Section 54-5002 exempts, among others, an owner or contract purchaser who works on their own single or duplex family dwelling, farm buildings outside city limits, and employers' own premises where the employer regularly employs HVAC journeymen. We did not find a single sentence in the statute text we read that states the licensing mandate in plain words, so the scope is taken from the definitions and exceptions.
Local rules: Under Idaho Code 54-5015 a city or county may not require additional HVAC certification, registration or fees for people holding the state certificate, but the same section says cities and counties may still impose stricter public safety rules. We did not look at individual city permit rules such as Boise.
Check a license: edopl.idaho.gov
Search the company on the DOPL license search and confirm it holds an active HVAC Contractor (or relevant specialty contractor) certificate and that the person doing the work is a licensed journeyman or a registered apprentice.
Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

Questions to ask
Ask every company the same questions: license number, insurance, EPA refrigerant certification, a written itemized estimate, a load calculation for new equipment, after-hours rates, who pulls the permit, and the warranty. All eight questions.
Seasonal care
Getting through a Spokane winter
Heating season is the long one in Spokane, so the furnace, boiler or heat pump does most of the work. Start with these before the first cold snap – and keep carbon monoxide alarms working.
