How Oregon licenses HVAC work

HVAC contractors are licensed by the state.

Who licenses: Oregon Construction Contractors Board (CCB); Building Codes Division (BCD) for the limited maintenance HVAC/R specialty license

License types: Residential Specialty Contractor (CCB), Residential Limited Contractor (CCB), Commercial Specialty Contractor, Level 1 and Level 2 (CCB), Limited Maintenance Specialty Contractor HVAC/R (LHR) (BCD).

Companies: Oregon has no separate HVAC-only contractor license for most work; under ORS 701.005 anyone who works for pay on improvements to real property, including heating and air conditioning, must be licensed with the Construction Contractors Board. Commercial/industrial maintenance, repair and replacement of HVAC/R equipment also needs a BCD Limited Maintenance Specialty Contractor HVAC/R (LHR) license, which requires an active CCB license.

Local rules: We did not verify any city-level HVAC licensing rules in Oregon; confidence is medium because we read the CCB and BCD license pages but not the ORS 701 statute text itself.

Check a license: search.ccb.state.or.us

Check the company's active license on the CCB license search before hiring, and ask for the CCB license number in the written contract.

Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

We could not confirm every detail from Oregon’s own sources, so treat this as a starting point and check with the agency.

Before you hire

Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
