How Massachusetts licenses HVAC work

Licensing is split between the state and local governments.

Who licenses: Division of Occupational Licensure, Office of Public Safety and Inspections (OPSI); Dept. of Fire Services (oil burners)

License types: Pipefitter (Apprentice, Journeyman, Master), Refrigeration Technician, Refrigeration Contractor, Apprentice Refrigeration, Master and Journeyperson Sheet Metal Worker (plus sheet metal business license), Oil Burner Technician or Apprentice Certificate.

Companies: We found no single statewide HVAC contractor license on the Massachusetts pages we read; instead the state licenses by trade. Ventilation ductwork requires a licensed sheet metal worker, refrigeration work on systems of 10 tons or more requires a refrigeration license (M.G.L. c.146, s.81), and oil burner work requires an Oil Burner Technician certificate (527 CMR 1.00); c.146 s.81 also defines pipefitting to include air conditioning equipment.

Local rules: We could not confirm a single state license that covers whole-house heating and cooling, and we did not verify local permit rules, so check with the city or town building department.

Ask the company which state trade license covers your job (for example pipefitter, sheet metal or oil burner technician) and check each name on the state license verification site.

Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

We could not confirm every detail from Massachusetts’s own sources, so treat this as a starting point and check with the agency.

Before you hire

Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
