How Hawaii licenses HVAC work

HVAC contractors are licensed by the state.

Who licenses: Hawaii Board of Contractors License, Department of Commerce and Consumer Affairs

License types: C-52 Ventilating and Air Conditioning, C-40 Refrigeration, C-40a Prefabricated Refrigerator Panels, C-4 Boiler, Hot-Water Heating, and Steam Fitting.

Companies: Under HRS Chapter 444, anyone who offers to or contracts to perform residential, commercial or public works construction, alterations or improvements needs a contractor license; HVAC work falls under the C-52 Ventilating and Air Conditioning specialty classification. Work under $1,000 in total that needs no building permit is exempt, and an owner may do certain work on their own residence.

Local rules: Owners building or improving their own home must register with the county building department, and building permits issued by the counties are tied to the exemption threshold.

Use the DCCA public license search to confirm the company holds an active C-52 (or other relevant) classification and the license is in good standing before signing.

Federal rule: in every state, technicians who handle refrigerant must hold EPA Section 608 certification, whatever the state or city requires.

We could not confirm every detail from Hawaii’s own sources, so treat this as a starting point and check with the agency.

Before you hire

Ask for the license number and check it on the official lookup where one exists. Ask for proof of insurance and a written, itemized estimate, and ask who pulls the permit if the job needs one – a new furnace, heat pump or air conditioner usually does.
